Europe: European Container Glass Industry Welcomes Simplification Measures but Highlights Remaining Concerns on Packaging Minimisation

FEVE, the European container glass federation, welcomes the publication of both the Environmental Omnibus and the Grids Package as important steps toward simplifying environmental procedures and supporting Europe’s industrial decarbonisation efforts.

FEVE particularly notes the value of the Environmental Omnibus in easing procedural requirements under the Industrial Emissions Directive, which have previously slowed investments in furnace upgrades and emissions-reduction technologies. The Grids Package is likewise recognised for accelerating permitting processes for electricity networks and storage infrastructure, both of which are essential for energy-intensive industries transitioning to low-carbon production. Together, the measures reflect a more pragmatic and enabling approach to permitting in the EU.

FEVE notes that the simplification package does not include the technical clarifications needed to ensure legal certainty and proportionality in the packaging minimisation provisions of the Packaging and Packaging Waste Regulation. For the glass sector, the absence of these adjustments leaves a key concern unresolved: distinctive shapes and design features may still be classified as non-essential, potentially affecting brand differentiation, the viability of established glass formats, and the competitiveness of European value chains.

FEVE will continue to work with EU policymakers to address these issues through targeted refinements to the PPWR and through active involvement in the forthcoming CEN standardisation process.
